There's no pier on Koh Lipe
Longtail boats transfer passengers from the ferry to any beach on Koh Lipe for 50 THB a person.
(not included in your ferry ticket!)
From Bangkok - Thailand -
There are daily buses and trains to Hat yai or Trang, after wich you can take a taxi / minibus to the port at Pakbara. From Pakbara there are daily speedboats to Koh Lipe. Air Asia has 6 flights a day from Bangkok
From Kuala Lumpur - Malaysia -
Air Asia has several flights a day to Langkawi. From Langkawi there is a daily 45 minute speedboat service to Koh Lipe.
